The Wei, Jin, Southern and Northern dynasties constituted a transitional period between Han and Tang characterized by various changes and developments in bureaucratic and other institutions. The reforms of Emperor Xiaowen of Northern Wei, who was strongly influenced by the Southern Dynasty, have come in for particular scrutiny as forerunners to Sui and Tang institutions. However, the Book of Wei is unreliable and unclear in many aspects on the topic of institutions of the Northern Wei before Xiaowen's rule. To clarify these issues, unearthed textual materials like stone inscriptions are vitally useful. In this light, this research will cite unearthed textual materials as well as considering the study of rites (li), which developed significantly during this period, in order to reassess the evolution and mutual influence of bureaucratic institutions in the Wei, Jin, Southern and Northern dynasties in the context of their political and social historical background.
